Uncomment sv_mapcycle CVAR and mapcycle comment and comment the map mp_shop line in the Config.cfg.
Kind regards,

// ***End CVARs***
	// Change at own risk, as the server might fail if you set these incorrectly.
	// If you wish to set a mapcycle, please uncomment that section below.
	// Else you can simply set the desired map you wish to start.
writeconfig	"sof2mp.cfg" // Do not change.
//seta sv_mapcycle "files/mapcycle.txt" // Change the Mapcycle at that location.
//mapcycle // Without this the server wouldn't start with a mapcycle.
map "mp_shop" // Without this the server wouldn't start without a mapcycle.

Mapcycle is standart.
mapcycle
{
map0
{
  command "map mp_finca"
  cvars
  {
   scorelimit 0
   timelimit 20
   g_roundtimelimit 4
   g_gametype h&s
   g_motd "^mN^;e^rx^Lt ^LM^+i^7nigame is Cross The Bridge"
  }
}
map1
{
  command "map col9"
  cvars
  {
   scorelimit 0
   timelimit 10
   g_roundtimelimit 2
   g_gametype h&s
   g_motd "^mN^;e^rx^Lt ^LM^+a^7p is pra6"
  }
}
map2
{
  command "map pra6"
  cvars
  {
   scorelimit 0
   timelimit 20
   g_roundtimelimit 4
   g_gametype h&s
   g_motd "^mN^;e^rx^Lt ^LM^+a^7p is mp_finca"
  }
}
}

Remove the slashes (//) before mapcycle like i did above. and put them infront of mp_shop.

That won't work because it doesn't contain any valid commands, it's simply a system mapcycle file.

Loonatic is right, the slashes indicate it's a comment, which means the server won't parse it and effectively disables the line. So if you wish to enable a line you will need to remove the slashes. Don't forget to put them in-front of the map mp_shop command (like L00natic says) and don't forget to also enable the sv_mapcycle line, this allows you to change its location in the future, would it deem necessary.
